
Manchester Borough strives to promote and maintain a safe and desirable living and working environment throughout the Manchester community. Our goal is to maintain and improve the quality of our community by administering fair and unbiased enforcement to state laws and local ordinances, to correct violations, and to reduce hazards that create blight and adversely affect the quality of life of residents in all areas of the Borough. We commit to working closely with residents, neighborhoods, public safety agencies, and other Borough departments to facilitate compliance. Manchester Borough utilizes IWorq as our code enforcement software.
Reporting Code Enforcement Issues:
To submit a code enforcement request, please select the IWorq Icon/Link HERE or above and fill out all required information. Anonymous complaints will not be accepted. Pictures or images may be uploaded for our review. The Borough Manager and Manchester Borough Code Enforcement Officer will review and disburse accordingly in order of priority. URGENT matters, affecting the immediate health, safety or welfare of a citizen can be reported directly 911.
Emergencies should go through 911 for proper protocol to be followed. The Borough Manager and the Code Enforcement Officers do not have jurisdiction over certain CIVIL matters that do not involve the enforcement of the municipal code. The Manchester Borough Manager and the Code Enforcement Officers and are not permitted to provide any legal advice.
Notice of Violations (NOV):
All Code Enforcement Officers provide their contact information on any NOV issued. Anyone wishing to speak with a Code Enforcement Officer regarding their NOV should contact the issuing Officer directly.
