
Effective January 01, 2026, Manchester Borough will begin enforcing the newly adopted Residential Rental Unit Registration & Inspection Ordinance No. 2025-04, adopted on August 08, 2025, by Manchester Borough, York County, Pennsylvania. This Ordinance requires any/all residential rental units, tenants, and residential rental property owners to be registered & inspected through Manchester Borough on an annual basis. An annual registration & license fee of $50 per rental unit, to be paid by the property owner, will be invoiced at after all required items have been submitted and approved, including a passing inspection report by the code inspector. The property owner can pay using check or credit card upon receipt of the invoice that will be provided via email. Credit card payments can be made HERE. Registrations are due by January 31 of each year.
The Residential Rental Unit Registration is an ELECTRONIC application. Paper copies are available upon request to the Borough Manager manager@manchesterborough.gov. Please click on the link below (Residential Rental Unit Registration) to access the online platform and complete your registration application and upload the required documents. The registration application link is located on the left side of the page “Residential Rental Registration Application”. Please only submit one application for 1 property/rental. You can add more rental properties with your portal account after you’ve been given portal access. Documents required can be found at the bottom of this page.
After you have submitted your application, and have uploaded all required documents, your application will be reviewed by the Borough Manager. If all criteria have been met, you will be sent a system generated email granting portal access. You will create a password by going through the Rental Portal located HERE, select “First time here? Verify email”. Enter the email address used on the application, and then select send verification email. Follow the prompts after to create your password. You can then add more properties (if you own more than 1) on the rental log in page located HERE after you create the log in. You will also be able to manage your properties, pay invoices, view rental information and renew your license. Note: If the application is missing data, or is not complete, you will be contacted by the Borough Manager to fully complete before your property will be registered.
To schedule your rental property inspection, please verify all the information required is uploaded and information provided is accurate. No inspection will be scheduled if the proper documentation is not completed in their entirety. Call Commonwealth Code Inspection Services (CCIS) at 717-846-2004 to schedule your inspection. CCIS will then schedule and complete your inspection. There is a $75 inspection fee due at the time of the inspection payable to CCIS.
Any owner who resides 45 miles outside of the Borough limits must designate an agent as defined in the Ordinance (§103.J Designation of Agent). Failure to comply with the Ordinance may result in a fine of $100 for a first offense, with subsequent offenses not to exceed $500 plus court costs and reasonable attorney fees incurred in enforcement proceedings.
It is the goal of Manchester Borough to make the residential rental registration & inspection process as seamless as possible.
