Manchester Borough, as allowed by the PA Uniform Construction Code (UCC), contracts Commonwealth Code Inspection Services, a Third-Party for plan review and inspection services that are required for both Commercial and Residential Building Permits. Permit fees will be charged to the applicant for these services where applicable and allowed by law. Manchester Borough fees, and Commonwealth Code fees will be paid separately per the invoices provided which are included in the permit packet.
All Rental Properties MUST have a written and signed consent from the property owner (Landlord) before a permit can be issued.
Permit Payment/Issuance
To better serve the community, Manchester Borough has established office hours to take payment and issue any permits approved through CCIS. Permits may be paid for and or picked up in our office located at 225 S. Main St. Manchester, PA 17345 on Monday, Tuesday, Thursday and Friday’s from 8:00AM to 1:00PM or Wednesday’s from 11:00AM to 3:00 PM. Other arrangements may be made at the discretion of the Borough Manager but must be arranged ahead of time.

Exceptions to this policy may only be approved by the Manchester Borough Code Enforcement Officer.
